Kaggle datasets can be browsed without logging in. However, to download a dataset, you must be registered and logged in. Registration is free and can be done via your Google account among other options.
Kaggle datasets include study data, professional curated data sets, and data scraped from web pages. Formats vary by the dataset, but are often available in a common format, such as CSV, TSV, or XLSX. Many datasets were collected with predictive modeling in mind (i.e., with a dependent variable selected), though many are simply collections of data with no clear variable of interest.
In addition to datasets, Kaggle provides a way of analyzing datasets via their hosted Jupyter Notebooks (called Kernels), which can be programmed in R, Python, SQLite, or Julia.
